Pre-tendering conference for awarding of concession for Montenegrin airports held – Investors from all over the world arrive to Podgorica

Over 80 representatives of 33 companies from Europe, America and Asia attended the Pre-tendering Conference for the awarding of the concession for Montenegrin airports on October 31.

Montenegrin Prime Minister Milutin Simovic opened the conference in the capacity of the president of the Tendering Commission and said that the great interest in Montenegrin airports and the presence of renowned companies such as the French Bouygues Construction and Airports de Paris, the Turkish TAV and Limak Group, the Irish Daa International and the Korean International Airport confirmed that an attractive and stable investment environment had been established in Montenegro and proved that Montenegro was a globally attractive investment destination.

– The need for continued accelerated economic development of Montenegro entails the development of the entire infrastructure, and our absolute priority in this area is development and full valorization of our airports as the key prerequisite for having Montenegro be recognized as a high-quality tourist destination on the European and the global map – Simovic said.

He told interested investors that the Government wanted to get a partner which would develop the necessary infrastructure in both airports, provide secure and good jobs for employees, actively draw in new airline carriers, open new regional, European and global routes and offer competitive financial propositions, the government says in a press release.

– As a candidate for EU membership which has progressed far in the negotiation process, with 32 negotiation chapters opened, we are fully aware of the importance of complying with the rules and standards of the EU in line with the Stabilization and Association Agreement and we are determined to run the whole process in line with the best European practices, securing a fair and transparent tendering procedure, with a high level of integrity and ethics. To conclude – Montenegro is a good, reliable and safe investment destination. We will secure a fair market game in the process and may the best one win – Simovic said.


During the conference, Montenegrin Minister of Transport and Maritime Affairs Osman Nurkovic reminded of the substantial investments of the Government of Montenegro in the development of tourism economy, with a focus on the development of winter tourist centers, and emphasized that the expected growth of the number of tourists entailed modern and developed transport infrastructure, especially in the sector of air transport.

– Each year, the number of passengers at Montenegrin airports is growing, which is certainly an additional incentive for interested companies. I am glad that a large number of interested companies are present here today. These companies are credible in the global market of air transport and I expect good offers in line with that – Minister Nurkovic said.

The International Finance Corporation (IFC), a member of the World Bank Group and a consultant of the Government of Montenegro, presented the subject, the parameters and the structure of the concession, the technical characteristics of the airports and the next steps in the tendering procedure to potential bidders.
